The ODA project in Finland focused on building digital social and health services to support self-care. This survey studied the expectations and experiences of social and health care managers and directors regarding the digitalised services provided by the project. The respondents were working in the municipalities, social and health care areas, and hospital districts participating in the project, the majority in health care. Similar data collected from social and health care professional are available in FSD3319.

The ODA digital services make use of information entered into the system by professionals and of information entered by patients/clients themselves on their personal well-being. For people who are willing to use digitalised services for their own self-care, the services provide well-being check-ups and training, assessment of symptoms and well-being, and care plans for those in need of long-term care or services. ODA is part of the Competent Workforce for the Future (COPE) project, funded by the Academy of Finland.

Survey questions investigated whether the respondents had informed their staff on the future ODA services and whether they themselves felt they had received sufficient information. Further question studied opinions on adopting the services in their own organisation, expectations of changes service implementation would bring, and how the digital services would affect the processes of the organisation. The respondents estimated how well ODA services would support patients' and clients' self-care and how the implementation would go in practise. They were also asked whether they had participated in the planning and developing of the services.

Background variables included the respondent's age group, gender, occupational field as well as the municipality/district where they worked.
