When forming the FinlandChannel, the number of households required by the sample were divided regionally by provinces. Then, within each province, the number of households was divided according to community type: the communities were grouped in different types so that cities were divided to big and small according to the size of population, and rural communities in three classes according to industrial structure. The choice of municipalities is representative. On the municipal level, Statistics Finland's Income Distribution Survey database 1988 (reference unit: household) was used as reference material when choosing households to the sample. When forming and maintaining the sample, household size and the socio-economic status of the head of the household have been used as criteria.
